Impose landfill inspection requirements

To require landfill operators to inspect at least one truckload of solid waste each day, and at least one-percent of all material delivered each year; and to report to the state when a load is rejected because it contains prohibited items. Solid waste haulers would be prohibited from trying to dump a rejected load at a different landfill.
