To authorize the creation of “environmental covenants,” which would be deed restrictions embodying agreements between a landowner and government environmental regulators regarding duties or restrictions related to a parcel. These would “run with the land,” that is apply to any subsequent owners, and could generally only be extinguished by mutual consent of the parties.
