Authorize "work opportunity" SBT credit

To authorize a Single Business Tax credit equal to the value of a federal <a href="http://www.uses.doleta.gov/wotcdata.asp">"work opportunity"</a>corporate income tax credit granted to a firm that hires certain categories of individuals, such as welfare or food stamp recipients, ex-cons, teenagers or young adults in certain inner city areas, etc. The federal credits are worth between $750 and $2,400 per worker depending on the hours worked.
