Revise eligibility for commercial redevelopment district tax breaks

To revise the eligibility standards in the commercial redevelopment district law that authorizes tax breaks for commercial properties in an area selected by a local government. The bill would allow Detroit to create a new area where properties qualify for these tax breaks.
