To require concentrated animal feeding operation (CAFO) operators to post a surety bond in amounts specified in the bill, which range from $100,000 to $1 million depending on the size of the operation and whether it has experienced any permit violations. The bond money could be used for to pay potential environmental cleanup costs related to permit violations. Also, to prohibit a CAFO from increasing the number of animals if it has violated water pollution laws.
