Impose new CAFO regulations

To require licensure and regulation of commercial animal waste handlers, including training and bonding requirements, license fees, and adherence to regulations specified in the bill and to further regulations that the Department of Environmental Quality would be authorized to impose in the future without additional legislation. This is part of a concentrated animal feeding operation (CAFO) regulation package.
