Impose new CAFO regulations

To impose new regulations on the application of manure taken from concentrated animal feeding operations (CAFOs). The bill prohibits applying manure within a specified distance of wells, homes, surface water, roads or property lines; prohibits applying manure more than once a year, applying it on ground that exceeds a certain slope, or where crops for direct human consumption are grown; requires the manure to be treated beforehand, or "mechanically incorporated" into the ground; and more.
