Impose new CAFO regulations

To require the Departments of Agriculture and Environmental Quality to promote alternative means to dispose of manure, and to impose these methods on concentrated animal feeding operations (CAFO) at its discretion; require CAFOs to have an air emissions plan; and require CAFOs to post a surety bond in amounts specified in the bill as a condition of receiving the permit required under Senate Bill 612 or House Bill 4985. The bond money could be used for to pay potential environmental cleanup costs, or for any other purpose the departments determine is related to the requirements imposed by the bill and by a permit issued to a CAFO.
