Revise remonumentation reimbursement details

To require the state to more quickly reimburse the costs that counties incur to expedite the their remonumentation plans (which is the process of updating land survey records and survey monuments). The bill relates to Public Act 5 of 1998, which allows a county and the state to enter into a contract requiring the state to pay or reimburse costs of expediting the remonumentation. It would require the reimbursement to happen within not more than 10 years, rather than not less than 10 years.
