Revise ballot measure approval process and penalties

To authorize a civil penalty of up to $5,000 on the circulator of a statewide ballot measure petition who knowingly acquires a signature through fraud, misrepresentation or deceit, and require circulators to certify that they did not do this. The bill would also require rather than just allow statewide ballot measure supporters to submit ballot language to the state Board of Canvassers for approval, and require the board to check submitted petitions for duplicate signatures.
