To allow the Secretary of State to establish a 12-month installment plan for any amount a person is required to pay under “<a href="http://www.michiganvotes.org/2003-SB-509">driver responsibility fees</a>” or “bad driver fees” tacked on to various traffic violations and paid to the state, which were imposed as a revenue-raising measure in 2003, and range as high as $2,000 over two years. Under current law installment plans are only allowed when the amount owed is $500 or more.
