Preempt local auto collecting and restoration bans

To preempt local government ordinances that ban automotive collecting and restoration activities, including repairing or modifying motor vehicles that are undergoing restoration, and keeping other vehicles as a source of parts for these. Local government would not be prohibited from enforcing zoning ordinances regulating noise, advertising, traffic, hours of operation, or other conditions that may accompany the use of a residence for auto restoration, or requiring that the parts, vehicles, or activities under be screened from view by fencing, vegetation, or other means.
