Allow school board member to be unpaid extracurricular volunteer

To allow a school board member to be an unpaid volunteer coach or extracurricular activity supervisor in a school district if no other qualified volunteer is available. Current law prohibits a member of a governmental body (including a school board) from also being a paid employee. The member could not vote on matters related to athletic issues that come before the board.
