The measure is to allow the "University Preparatory Academy" charter school in Detroit to convert from a type "6a" to a type "6c" charter without having to make all it's students lose their continuing enrollment privileges and establish a new student body through a lottery process. The substitute also adds a technical change in the school code's district merger provisions to facilitate a merger to be voted on soon in two mid-Michigan districts, if this is what the voters choose.
