Authorize tax breaks for certain gasification plants

To make “integrated gasification combined cycle plants” eligible for renaissance zone status. This refers to a facility that produces “synthesis gas from low or negative-value carbon-based feedstocks, including, but not limited to, coal and petroleum coke.” Firms in “renaissance zones” are exempt from all state and local taxes.
