To make it a crime for a government official to "electronically surveil" the conduct or conversation of a person without having a court-authorized search warrant. "Electronic surveillance is defined as to intercept, track, or record a person's conduct or conversation without the consent of that person. The bill would authorize up to two years in prison and a $2,000 fine.
