Authorize $100 fine for texting while driving

To impose a $100 civil fine on a person who drives while using “an electronic device that has a screen and a keyboard” to send text messages, enter data or play a game. The violation would be a “secondary” one, meaning that a driver could not be stopped just for this, but if stopped for some other violation (or is in an accident) this one could be tacked on.
