To authorize and establish new procedures and requirements for the construction of new power plants by electric utilities. The bill is a step toward reversing the “unbundling” of electric generation and transmission services which was at the core of the 2000 electric competition and utility “deregulation” law. Certain provisions of that law as interpreted by the state Public Service Commission have essentially negated to advantages to consumers of the law, and thus progress toward competition. The bill would add to this by levying an assessment for the prorated cost of a new utility-owned generating facility on customers whose power is supplied by a different generation over the utility’s power lines, thereby cancelling much or all of the benefit of choosing an alternate generator.
