Revise cleric’s counseling license exemption

To broaden the category of individuals who are permitted to accept payment and perform marriage, individual and family counseling without a therapist license. The bill broadens the definition of clerics exempt from licensure requirements for these activities, and clarifies that the requirements do not apply to public awareness campaigns.
