Authorize new recycling subsidies

To establish a state recycling fund to hold money raised from the income tax checkoff proposed by Senate Bill 891 and from the fees that Senate Bill 897 would impose on computer manufacturers, which would be distributed in grants for local recycling programs. Up to 10 percent of the money would be used to reimburse local governments for the property tax breaks proposed by Senate Bill 893.
