Authorize “commerce center” subsidies

To authorize the creation of “commerce centers” in cities, villages, and large townships, which would be eligible for state grants to “encourage commercial growth and development.” The Department of Labor and Economic Growth would be required to recommend to the legislature which commerce centers should get grants, and report on the activities of each.
