Allow MSHDA to subsidize mortgage refinancing

To revise a statutory “preference” that half the money borrowed by the Michigan State Housing Developing Authority be used to provide loan subsidies to certain homebuyers. The bill would change this so that it would not apply to single family homes. The bill is part of a package comprised of Senate Bills 948 to 952. See also House Bills 5442 to 5447.
