Authorize autism research tax checkoff

To establish a fund in the Department of Community Health to provide to provide grants to hospitals or universities for research, diagnosis, and treatment of autism, and research on the triggers of autism. Money for the fund would come from the income tax checkoff proposed by House Bill 5526.
