Impose licensure on debt settlement services

To require licensure and regulation of providers of debt settlement, debt education, or debt counseling services, including detailed regulations regarding the actual operation of the service.. This would not apply to banks, certain judicial officers or appointees, insurance or title insurance companies, and related institutions.
