To place before voters in the next general election a Constitutional amendment to establish a nine member state congressional and legislative redistricting commission, with one member appointed by each of the Republican and Democratic legislative leaders in the House and Senate, four members by the state Republican and Democratic parties, and one member selected by a vote of these eight appointed members. Candidates, lobbyists and party officials would be ineligible. The measure specifies rules governing the process, and allowable configurations for new districts. In drawing districts it would be prohibited from considering voting history, incumbent addresses, or any other factors that would make a district lean to one party or the other. It would also be prohibited from drawing new legislative and congressional district except following the decennial U.S. census.
