Allow capture or killing of wolf attacking dogs

To establish that, notwithstanding other laws that prohibit harming a gray wolf, a dog owner may remove, capture, or use lethal means if necessary to stop a wolf that is attacking the dog. The action would have to be reported to the Department of Natural Resources, and if the wolf is captured it would have to transferred to a conservation officer. House Bill 5686 deals with wolves attacking livestock.
