To revise a law that authorizes a municipality to recover up to $2,500 from the parent of a juvenile who commits vandalism or inflicts bodily harm on another person, so as to not allow such recovery if the parent did not have “a reasonable ability to control the minor’s conduct at the time of the malicious or willful conduct”.
