To allow a municipality to sue and collect damages from an elected official who has committed criminal acts that cost the municipality money. Four days after the bill was introduced Detroit Mayor Kwame Kilpatrick was indicted for eight felonies related to a payoff made by the city to police officers who the mayor caused to be fired, allegedly for probing into improper activities by the mayor.
