Require advance posting of all budget bills and amendments

To prohibit the legislature from holding a hearing or voting on an appropriation or revenue-related bill until 72 hours after the bill is made publicly available, not including Saturdays, Sundays or holidays unless session is held on those days. Amendments would have to be made available at least 24 hours before a vote. Note: Although currently budget bills are usually introduced more than three days before a vote, they are frequently substituted and amended immediately before a vote, and the public does not see these changes until the bill is passed.
