Authorize forfeiture for “hoarding animals”

To include “hoarding animals” under the animal cruelty statute, which authorizes forfeiture and criminal penalties. “Hoard animals” is defined in the bill as to possess 10 or more animals if their living conditions negatively impact their health and well-being, and the owner displays an inability to understand or has a reckless disregard for the harmful conditions. The bill also revises and expands some of the existing animal cruelty definitions, expanding the causes that might trigger forfeiture.
