Regulate "Body World"-type exhibits

To prohibit the display of human remains for commercial or medical education purposes unless the local government establishes a permit regime and verifies that the persons from whom the body parts were taken consented to allow their parts to be put on display. This relates to plastinated bodies shown in "Body World"-type exhibits.
