Establish four-year welfare cap

To limit the time a person can collect cash welfare benefits to four years, but allow another two years if the person has paid back previous cash welfare benefits with money, or by performing community service at non-profit organizations for a number of hours to be determined by the Department of Human Services. The bill would also withhold cash assistance if the recipient’s children are skipping school, and require any of a recipients children under age five to go to government early child education programs.
