Revise “lifer law” and related drug penalty provisions

To revise the state sentencing guideline law to conform with the changes proposed by House Bill 5829, which would make certain prisoners serving consecutive terms for multiple drug trafficking charges or violations eligible for parole when the prisoner has served the longest period for parole eligibility under any of the sentences.
