To revise the distribution to the Department of Community Health of revenue from the “Michigan Medicaid Quality Assurance Assessment” (MMQAA) tax on health care providers. The MMQAA is a bed tax or fee on health care providers that is used to generate more federal Medicaid matching funds, resulting in a net gain for some but not all of the providers. The bill would change the annual DCH share from a flat dollar amount to 14.9 percent of whatever revenue the tax collects.
