To require the Department of Community Health to establish priorities based on the type of condition for the provision of government-funded mental health services. The order of priority would be patients with a diagnosis of schizophrenia, schizoaffective disorder, bipolar disorder, major depression, obsessive compulsive disorder, delusional disorder, psychotic disorder not attributable to general medical condition, or one of several specified “borderline personality disorders”.
