To revise the definition of mental illness that authorizes a court to order involuntary mental health treatment, and which qualifies an individual for the array of mental health services the state will cover under Medicaid and related public assistance programs. In general terms, this would include individuals who can reasonably be expected to represent a threat to themselves or others in the near future because they can’t understand the need for treatment or attend to basic physical needs; and those whose refusal to accept treatment in the past has led to incarceration or other institutionalization. See also <a href="http://www.michiganvotes.org/2003-SB-686">Public Act 499 of 2004</a>, which authorized limited court-ordered involuntary mental health treatment.
