To require a day care aide or a relative providing day care for the children of a welfare recipient receiving child day care subsidy payments, and the welfare recipient, to independently report by telephone or internet every two weeks the hours the child spent in day care, and if the reports indicate fraud, make the person submitting the fraudulent report subject to sanctions, including suspension of benefits.
