To place on the Nov. 4, 2008 general election ballot a new state debt proposal that would borrow $1.3 billion for contaminated site cleanup, to “preserve farmland,” and for "programs to protect, conserve, clean, improve, and restore the water resources of the state.” Debt service on this borrowing would require taking around $100 million from the annual state budget for 20 years.
