Increase penalties for harming “vulnerable roadway user”

To authorize enhanced penalties for the crime of committing a moving violation and in the process causing physical injury or death to a “vulnerable roadway user,” defined as a pedestrian, bicyclist, or someone on roller skates, inline skates or a skateboard. In addition to the usual penalties, causing injury would be subject to a year in jail and a $1,000 fine, and causing death 15 years in prison and a $7,500 fine.
