To establish that a local government may designate a Community Housing Development Organization (such as ACORN) to be the “citizens district council” required under the state blight district law that gives a municipality the power of to condemn “blighted” private property under eminent domain, allows it to borrow to pay for government projects intended to prevent blight, etc. Under current law the council must "to the maximum extent possible (be) representative of the residents and other persons with a demonstrable and substantial interest in the area".
