To require, not just allow, the Department of Natural Resources to sell to the property owners who have title to the surface rights to property any oil and gas rights that have been “severed” from those surface rights, thereby “reuniting” these different property rights (for more context see Senate Fiscal Agency <a href="http://www.legislature.mi.gov/documents/2005-2006/billanalysis/Senate/htm/2005-SFA-1408-E.htm">analysis</a> of an earlier bill related to this issue).
