The bill would also exempt the refinancing of certain past borrowing by Lansing from provisions of a <a href="http://www.michiganvotes.org/2001-SB-29">2001 law</a> that prohibits these municipal refinancings to instances where they actually save taxpayer dollars, rather than just lengthening the repayment period.
