Require encryption of certain financial data

To require a firm that in the course of its business collects and stores in a database personally identifying information about people to protect that data with encryption that conforms with current industry standards. If it fails to do so a bank whose customer information is stolen as a result could sue for damages, and could cut off the violator’s ability to transact credit card sales.
