To revise the eligibility criteria of the <a href="http://www.michiganvotes.org/2006-SB-1078">2006 law</a> that authorized up to 10 tax-free "renaissance zones" that provide substantial tax breaks for "renewable energy facilities” to require explicit consideration by the Michigan Strategic Fund board of a “zone’s” (actually a single facility) “impact on utility ratepayers”.
