Create "low income energy efficiency account” program

To establish a state "low income energy efficiency account” program that would provide matching funds through non-profit organization to persons whose income is less than 200 percent of the federal poverty level, so they could establish savings accounts in participating financial institutions that could only be used to buy energy efficient windows, insulation, and other energy efficient products for a primary residence. The money for the matching funds would come from individual contributions that would be eligible for the 75 percent income tax credit proposed by Senate Bill 1047.
