Authorize government participation and operation of energy and related businesses

To authorize the creation of a government “green energy authority” with extensive powers, including the power to borrow money, so it can explore, develop or acquire oil, gas, and mineral resources and alternative and renewable energy facilities; develop or acquire facilities to capture or sequester greenhouse gases, and gasifiers; engage in enhanced oil recovery from state lands using captured greenhouse gases; promote alternative and renewable energy facilities in Michigan; provide loan guarantees and other types of subsidies to particular individuals or firms engaging in related activities; and more.
