Allow utilities to raise rates

To acquire gasification plants to authorize rate increases by regulated utilities for the purpose of recovering the cost of acquiring or investing in “integrated gasification combined cycle plants,” which produce “synthesis gas from low or negative-value carbon-based feedstocks, including, but not limited to, coal and petroleum coke”.
