Give gas and oil lease preference to state “Green Energy Authority”

To require the Department of Natural Resources to give the “Green Energy Authority” proposed by <a href="http://www.michiganvotes.org/2008-SB-1164">Senate Bill 1164</a> what is essentially the right of first refusal on leases for gas and oil extraction on state land, and require the department to grant a gas or oil lease requested by the proposed Authority, subject to terms specified in the bill. The bill would also require the DNR to submit to the Authority an inventory of all current state land oil and gas lease contracts with private entities. Finally, the bill authorizes the DNR to enter leases with firms that would sequester greenhouse gases on state land.
