To expand the business projects eligible for Michigan Economic Development Authority (MEGA) tax credits to explicitly include projects that involve winning a federal procurement contract offered by the U.S. Departments of Defense, Energy, or Homeland Security. In considering whether to extend these targeted tax breaks to a particular firm the MEGA board would be required to give weight to the number of Michigan jobs such a contract would generate, and the number of out-of-state firms bidding against the Michigan bidders.
