To require schools that have not made “adequate yearly progress” under the federal “No Child Left Behind” law (NCLB) to dedicate a portion of their state funding to enhanced reading instruction (including phonics) in grades K-3, periodic literacy skill screenings, and early intervention programs for children who are falling behind.
